Pre-applies the shellharden-safe flag-array pattern for
mise-tasks/lint-deadcodeandmise-tasks/lint-go(same fix as hugoh/go-tools#36), then updates the copier template to v1.13.2 (dprint→biome, hk-config bump, etc.) now that it applies cleanly.Test plan
