we add support for two configuration options:
restrictedReadKindsandrestrictReadToInvolvedPubkey.If a req filter contains a kind which is also in
restrictedReadKinds, the client will have to be authenticated for a successful subscription.If
restrictReadToInvolvedPubkeyis set to true, events are filtered based on whether the client is the author or one of the pubkeys tagged in the event.These restrictions apply to
REQ/COUNT/NEG-OPEN.
