What changes were proposed in this pull request?
The Docker image workflow fails during Maven property lookup when the Develocity extension raises an internal lifecycle error. This change disables Develocity for Maven invocations in that workflow.
MAVEN_OPTSto-Ddevelocity.enabled=false.Why are the changes needed?
The extension error is captured as a version value and causes GitHub Actions to reject the generated environment file, preventing the workflow from reaching the image build.

No tests added; this change is limited to workflow configuration.
