Remove artifact/release creation from Release CI; add test step - #6

Release workflow now builds source only (build:prod instead of deploy) and runs lint + unit + component tests. GitHub Release creation, artifact packaging, and release-only inputs (release_version, mark_as_latest) are removed along with the contents:write permission.
