Added docs for Packer v1.16.x Release. This contains the docs for Packer v1.15.x along with the following: ### New features - New Post Processor `provenance` - New command `packer verify-attestation` - New field `continue_on_error` in shared provisioner block. - New functions: `rfc3339_parse` and `unix_timestamp_parse` - Function reference for `aws_secretsmanager_raw` - Doc suggestions from: hashicorp/packer#13536, hashicorp/packer#13413 and hashicorp/packer#13377
