[codex] Add signup agreement page settings guide

Summary

• Document the new Required Agreement Pages for Signup user setting.
• Explain how selected pages are shown on the signup page and must be accepted before registration.
• Note that new Halo 2.25.0 installations create default user agreement and privacy policy pages with placeholder content.

Context

Documents the user-facing setup flow for halo-dev/halo#9988.
