Add deploy-to-aws GitHub Actions workflow template

What changes did you make?

• Added github-actions/workflow-configs/templates/deploy-to-aws.yml, a workflow template projects copy to build their image, push it to ECR and redeploy their ECS service.
• Based on PeopleDepot's deploy-dev.yml, refactored so nothing project-specific is hardcoded: the ECR repository, ECS service, image tag and CI/CD role are derived from PROJECT, APPLICATION_TYPE and the environment, using the same naming as modules/ecr, modules/container and modules/cicd_integration.
• Manual run from any branch, with the environment picked from a list. The header explains how to make a copy that deploys a branch to an environment on every push.

Why did you make the changes (we will use this info to test)?

• Projects had no template for deploying onto the Incubator; Document setting up individual projects CI/CD pipeline to AWS Incubator using GitHub actions and Docker #120 asks for one.
• Already tested end to end: a branch-tied copy deployed PeopleDepot dev successfully (hackforla/peopledepot run 37148911732), and the unfilled-template check and role trust were tested in a sandbox repo.
• Documentation for the wiki follows after this merges.
