This PR implements the process change requested in #10387 by making issue creation the default entry point (via GitHub Issue Forms) and by updating contributor/PR guidance to require a related issue before submitting a PR.
Changes:

SECURITY.mdwith guidance for confidential vulnerability reporting via GitHub Security Advisories. - Replace the legacy
.github/ISSUE_TEMPLATE.mdwith two Issue Forms (bug + feature) and disable blank issues. - Update PR and contributing templates to state the “issue required before PR” expectation.

HEAD-SNAPSHOT, and perhaps a link to the latest nightly action to download zips and the central sonatype snapshot repo https://central.sonatype.com/repository/maven-snapshots/

Fixes #10387 by providing 2 issue templates and stating the issue requirement in PR template.
The SECURITY.md file is needed to support explicitly reporting security issues.
