chore: sync dependabot config with canonical - #131

Rename .github/dependabot.yml to .github/dependabot.yaml and sync content with the account-wide canonical config in gvatsal60/.github.
The previous rename PR (dependabot.yml -> dependabot.yaml) staged the rename but not the content update, so this file was still the stale trimmed config. Sync with gvatsal60/.github canonical: - add day/time to the devcontainers and github-actions schedules - add the pre-commit ecosystem entry (all three repos have a .pre-commit-config.yaml at the root)

This added comment points to .github/dependabot.yml, but the file was renamed to .github/dependabot.yaml in the preceding commit (e97ad83) and this PR syncs the canonical .yaml content. The referenced path no longer exists in this repo.
