Summary

Normalize the Dependabot config to the account-wide canonical form from gvatsal60/.github.

• Rename .github/dependabot.yml → .github/dependabot.yaml (matches the other 29 repos)
• Sync content with the canonical config: add day/time to the devcontainers and github-actions schedules, and add the pre-commit ecosystem entry (this repo has a .pre-commit-config.yaml)

Filename-only change is semantically neutral to GitHub; the content sync is what actually aligns this repo with the canonical config.

Verification

• git mv preserves rename history
• Pre-commit + CodeQL checks will run on this PR
