Documents the runtime libraries model for the completed runtime-consumer feature set. Adds the runtime libraries concept page, lists the new convention plugin IDs, and adds troubleshooting notes for missing
plugin-grounds-runtimeand bundled shared runtime libraries.The docs now describe the clean runtime platform release flow: update and release
plugin-grounds-runtimefirst, then bump consumer Gradle runtime versions and base imageGROUNDS_RUNTIME_PLUGIN_VERSIONto the same released version.Type of Change
