Follow-on P1 hardening for RT-2026-043 through RT-2026-049. This intentionally excludes and does not modify the immutable
400fc6ecritical-retest branch. Do not merge until the independent RT-041/042 retest is recorded and this branch is reconciled with the current runtime line. Seedocs/security-hardening-rt-043-049.md.
