wip: chore: add claude command to refresh test plugins dependencies

Claude command for automating dependency bumps in test plugins. Covers the following in each test plugin:

• Go
• Node.js
• npm/yarn/pnpm
• @grafana/* packages
• grafana-plugin-sdk-go
• npx @grafana/create-plugin update
• Scans for high and critical security vulnerabilities with osv-scanner and tries to fix them
• Ensures deps in package.json are pinned to exact versions
• Runs smoke test by linting, typechecking and building the plugin (fe + be)
• Re-generates mockdata
