Bumps the version to 1.3.0rc5. This commit touches only CMakeLists.txt GPUFL_VERSION_SUFFIX, pyproject.toml and python/gpufl/__init__.py. release.yml rewrites only the numeric CMake version from the tag, so the suffix has to be committed.

rc5 contains:

• Gate the first CUDA call on checked capture readiness (Linux) #171: on Linux, the first CUDA call waits for capture readiness. Sessions get capture_readiness and capture_coverage rows and report activity records that arrived without timing. The launcher gets a capture-initialization watchdog.
• Keep the manual handshake working where no activity kind is required #172: the manual handshake keeps working where no activity kind is required (PC sampling, SASS). The default initialization deadline is now 60 s.

After merge: tag the merge commit v1.3.0rc5. That publishes to PyPI and the Jupyter image.
