java-shared-config is the root parent POM for the monorepo. Update CI path filters and Kokoro scripts so changes to java-shared-config trigger:

  • ci.yaml: units, units-8-runtime, and split-* jobs for downstream split modules.
  • .kokoro/common.sh: should_test_all_modules() for Kokoro integration and GraalVM tests.
  • Core & standalone workflows: sdk-platform-java-ci.yaml, showcase.yaml, java-cloud-bom-ci.yaml, java-bigquery-jdbc-ci.yaml, java-spanner-jdbc-ci.yaml, and java-storage-nio-ci.yaml.
