fix(live): remove live pre-session toggles to honor code config

Summary

• Removes the four Live pre-call toggles (Proactive Audio, Affective Dialog, Session Resumption, Save Live Blob) and their query-param injection.
• Live was the only mode where the UI silently injected config overrides; non-live agents run purely as written. This restores the "honor code config" convention for a consistent developer experience.
• User-facing capability removal. Backend /run_live simply stops receiving four optional query params (non-breaking).
