fix(release): restore platform app version flag

Summary

• update cli-engine to v0.8.3, which preserves typed command arguments named version
• retain platform app release --version <VERSION> after the command-module refactor
• add a regression test for parsing the release command's --version flag

Test plan

• cargo fmt --check
• cargo check
• cargo clippy -- -D warnings
• cargo test (555 passed)
• cargo run -- platform app release --help

Depends on published cli-engine v0.8.3, which includes godaddy/cli-engine#90.
