Add Git-based Oracle API deployment and Cloudflare Pages proxy - #131

Run the API from its package directory so app.main imports resolve while the Git checkout is mounted read-only at /repo.
The container reads application data from the read-only Git checkout, stays bound to loopback for Cloudflare Tunnel access, and restarts automatically.

Summary
This pull request adds the Git-based deployment wiring for the React dashboard and FastAPI backend on Cloudflare Pages and the Oracle VM.

The Oracle API listens only on loopback; Cloudflare Tunnel provides public API access through api.gridlockedracing.com. No credentials or secrets are included in this change. The API smoke checks were run during deployment; no full test suite was run for this PR.
