Pull request overview
Removes automated tag creation so releases run only from pushed v* tags.
Changes:
- Removes manual workflow dispatch and version-bump inputs.
- Removes the
cut-tagjob and redundant event guard.

Remove the
GITHUB_TOKENtag-cut path. Releases now run only when a human pushes av*tag.
