Problem

Under rootless Podman on Linux the workspace storage never comes up: the node runs in the user's user namespace, where the kernel mounts neither the nfsd filesystem (rpc.nfsd: Unable to access /proc/fs/nfsd) nor an NFS export, so agentlab up with platform.workspaces stops at the NFS server.

Change

platform.workspaces.storage (configure --workspaces-storage) picks nfs, the NFS server and csi-driver-nfs as before, or hostpath: csi-driver-host-path as Substrate's own ate-setup csi hostpath installs it, every volume a directory of the one node published with a bind mount, behind the same mTLS proxy and registered with Substrate the same way. Empty picks hostpath under rootless Podman on Linux for the single-node lab without the CSI companion, nfs elsewhere; hostpath refuses substrateNodes above 0 and the companion. docs/workspaces.md states the driver's limit: one staging per volume per node, so a pod and an actor cannot hold one volume at the same time, and actors sharing one need giantswarm/substrate#542.
