Remove the legacy CLI feature request form and guide bug reporters toward the new Sentry CLI.
The legacy bug form now explains where to report new CLI bugs, then walks reporters through three required steps: confirm they tried the new CLI, confirm a blocker prevents adoption, and describe that blocker before reporting their legacy
