pmtiles: update tileverse to 2.1-M2

Carries the upgrade to cloud-dependencies-bom:1.1.0, coordinated across tileverse, imageio-ext, geowebcache, and geoserver cloud.

Upgrades cloud storage SDK dependencies:

• AWS SDK 2.41.32 -> 2.54.16
• Azure SDK BOM 1.3.3 -> 1.3.8 (azure-storage-blob 12.32.0 -> 12.35.0)
• google-cloud-storage 2.67.0 -> 2.73.0
