Add PerfGrp to the required packages - #1517

GAP 4.17 will need PerfGrp to start, as the library of perfect groups moved out of the core system into that package. Include it in packages-required.tar.gz, which so far still held only the four packages needed by earlier GAP versions. Prepared with Claude Code (Claude Opus 5), which diagnosed the CI failures on gap-system/gap#6488 and made this change. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
