Update the `state` value from 0 to 3. Existing records in the plugin's history with `state` 0 are the only ones that are supposed to be public donations. Public donations now use value 3. This value already existed and was associated with "incomplete" payments, but in pratice it was never used because only succesful payments were processed. So it is safe to simply update records with `state` 0 to 3.
