Public repositories now select GitHub-hosted Ubuntu through the shared workflow. The same package scripts and checks remain in place; a repository CI_RUNNER variable can select another runner without duplicating workflows.

Validation: the diff changes only the two pinned shared workflow revisions, git diff --check passes, and the shared workflow change passed its 51 tests and independent review. Existing repository CI confirms execution on GitHub.
