Ready appends the same pending Review status on every reconciliation and polls Test metadata for draft PRs. Long-lived drafts accumulate hundreds of statuses and add unnecessary wait time to every Ready run.
Read the current Review once, skip unchanged pending statuses, and return before Test polling for drafts. Keep repository-wide reconciliation, latest Test attempt validation, stale-success revocation, and CloudCannon merge protections. A status-read error revokes any earlier success before failing.
Validation: all 38 shared workflow tests pass, including pending draft reuse, conversion back to draft, already-pending Ready PRs, API errors, coalesced events, reruns, and publication guards. Independent review found no further defects.
