Linux headless WebKit can stop delivering animation frames on pages using backdrop filters, leaving normal Playwright clicks waiting for stability. Run the existing browser package script under Xvfb on Linux so repositories can select headed WebKit; other operating systems keep their current command. Both steps explicitly use Bash so Windows callers can execute the OS selection.
Validation: 39 shared policy tests, actionlint and diff checks pass. On Blacksmith Ubuntu 24.04, the unchanged full.dev page reproduced the headless failure and passed both language-menu clicks with headed WebKit under Xvfb. Independent review found the missing shell declaration, which is now corrected in both steps; no other material findings. The full Fulldev browser suite remains required after both callers pin the merged revision.
