The monorepo's complete browser suite can exhaust the shared 30-minute job after waiting for its Netlify previews and installing browsers. Let callers set
web-timeout-minutes, retaining the existing 30-minute default for every current caller.The Fulldev trial will use 45 minutes. Runs still end as soon as their tests finish. Validation: actionlint and all 39 workflow policy tests pass.
