Ready PRs need a configurable test gate that does not wait for CodeRabbit capacity. Add reusable unit, HTTP/browser and safe live workflows. URL tests resolve all matching Netlify previews for the PR head and never rebuild them.
The three trial callers can disable CodeRabbit and require Test through the existing Review status. The gate reads the latest workflow run and attempt, rejects missing, skipped, failed or superseded results, and briefly retries delayed run and job metadata. Persistent metadata lag after a successful completion produces an actionable Ready failure instead of silently waiting. Other repositories keep their existing pinned workflows. Updated Ready callers grant actions: read.
Validation: all 39 workflow policy tests and actionlint pass. Independent review approved the final status-ordering and completion-lag corrections; no unresolved findings remain.
