Ground the campaign before any repo expands scope. This issue is the coordination anchor for the first cross-repo vertical slice.

• Missing evidence and open obligations are first-class fields, not prose.
• The fixture explicitly says it is not a final Continuum protocol freeze.
• Sibling repo Goalpost 0 issues are linked from this issue.

Non-goals

• No shared protocol freeze beyond fixture vocabulary.
• No ZK proof vocabulary.
• No global admission service.
• No product UI.
• No GitHub merge blocking.

Goalpost 0 dependency posture — 2026-07-07

Goalpost 0 is a coordination anchor, not a code landing requirement. Current dependency decisions:

• Echo PR #644 is parked as non-blocking for Goalpost 0. TraceRunReceiptV0 may start as a fixture-backed receipt shape. WAL durability becomes a hard dependency later, when Goalpost 2 claims a real Core Trace and Goalpost 6 claims retained evidence verification.
• Edict PR #134 is parked as non-blocking for Goalpost 0. Its obstruction/counterfactual taxonomy is relevant to EchoProofPlanV0, but the first proof-plan fixture can carry a provisional obstructionTaxonomyVersion and align once #134 lands.
• Continuum PR Feat: add qw runtime projection commands #28 is parked as non-blocking for Goalpost 0. Runtime projection commands are useful later, but the first vocabulary work should remain a fixture envelope and should not freeze a broad protocol family.
• Xyph has no open PR. The first Xyph task is fixture/product anchoring, not enforcement or UI.

This preserves the first campaign invariant: one protected workflow, one aperture, one target trace shape, one issue per repo, and no repo claiming more than the artifact proves.
