We decided in last ewoks dev week that all tutorials should be in
ewoks.readthedocs.io.The workflow creation tutorial is the only one that was in
ewoks.esrf.fr: https://ewoks.esrf.fr/en/latest/tutorials/create_workflow.htmlThis PR converts it to RST and integrates it to the doc.
