Document the sybil griefing threat model against Redistribution.sol, gas thresholds on Gnosis Chain, and the proposed bounded-admission plus staged-finalization mitigation package.
Use 51 as the next available number after open SWIP-50; update author to Mark Bliss (@n00b21337).
