This iteration integrates the candidate-001 C retention transaction with raw structured observations and exact rollback checks, adds the C-to-Python observation schema/parser, deterministic provider/planner/checkpoint surfaces, advisory execution experience records, and append-only candidate lifecycle infrastructure.
Validation: 35 Python tests; GCC and Clang strict builds; Clang ASAN/UBSAN; behavioral and mutation fixtures; deterministic repeated trial; frozen 0.4/0.5 identity audit. Matched-compute reference remains UNKNOWN; R6-04 physical C extraction and R6-06 external custody are intentionally not claimed.
