What does this PR do?

Creates the umbrella integration branch for Noah's media library internship project. This draft begins with only the overall release changeset; completed project PRs should target feature/media-library and be merged here after review.

Keep this PR in draft while the project is in progress. Matt will review the integrated feature when he returns.
