https://github.com/stellar/winget-pkgsrepo is used to publish Stellar CLI packages for windows. the upstream repo, maintained by microsoft, is a community-driven repo of manifests for all sorts of windows packages. somehow, the non-blockchain devs from that upstream sync are being attributed to our fork, and wrongfully added to the Stellar ecosystem. in this PR, i've removed our fork repo from the stellar ecosystem altogether.it looks like at some point in the past a similar repo,
https://github.com/NethermindEth/winget-pkgs, had been added and subsequently removed from the ethereum and nethermind ecosystems in the ODD taxonomy. so, in keeping with that precedent, it seems like the right move here.
