reports: doughnut chart prints the measure sum as a percentage ('336%') and has no legend for the dimension

base-timesheets BillableSplit (dimensions: [billable], measures: ["sum(hours)"], chart: doughnut). On sta the dashboard tile and the report page render one blue ring labelled 336% - 336 is the hours sum, not a share; there is no legend saying which segment is billable. A manager reads "336% billable".

Expected: doughnut labels as share of total (100% here) or the raw value with its unit; a legend from the dimension values.

Found 2026-09-06 on sta (14.46.0 train), end-user walk through the Billing/Timesheets lenses; scenario catalogue: businessintents-catalog/scenarios/.

PR #7090 fixes this here: the legend is always on for a circular chart and each entry carries the slice's share, and pie/doughnut stop drawing the in-slice label.

The "336%" itself is a Harmonia bug - renderPie appends a percent sign to the slice's raw value instead of using the share it already computes - fixed upstream in codbex/harmonia#113. Once a Harmonia carrying that fix is pinned here, the dataLabels: false in the two report templates can be dropped and the in-slice shares come back.
