Keeps the stable PHP developer portal on a stable SDK during cancellation #136 publication.
The RC merge deployed a quickstart naming Server 2.5.0-rc.1 before that image existed. The last verified stable portal is being restored from its original main-source workflow. This change keeps every portal build and browser/link check, and permits public Pages deployment only when the release-owned SDK identity is stable. RC documentation continues to build without replacing stable onboarding.
No package bytes or protocol behavior changes. Verify the restored live quickstart identifies PHP SDK 2.1.6 and Server 2.4.0, then retain the stable deployment until the qualified cancellation release is published.
