…ere hitting. With the creation of the VMR, we have far, far fewer PRs created on branding day so aren't hitting this anymore afaik. It was also always a hack workaround that needed more upkeep than was worth it.

Backport of #52660 to release/10.0.4xx.
This removes the longstanding workaround for AzDO feed throttling that is no longer needed since the creation of the VMR.
