Status: Blocked — environment tooling issue
The Copilot coding agent session started with only
report_progressandskilltools available. The standard development tools (bash,edit,view,grep,glob, GitHub API access) required to read repository files, fetch source release notes, create include files, and edit the What's New article were not registered. No file changes were made.What needs to happen:
