feat (voices): add getCurrentVoice getter (Android only)

Problem

There is no method to get current voice hashmap in Android

Solution

• added new method to KotlinTtsPlugin that gets current voice or null
• added a directive to flutter_tts main file to get opportunity to obtain current voice

Unfortunately I have no devices on IOS that's why I only add this opportunity for Android
