This is a proof-of-concept with many hacks, do not merge.
The PR is just to generate a prototype. I will open a new PR (or force-push this) for the final version.
This branch adds viewport grab controls, temporarily hardcoded to the middle mouse button. With Ctrl, it rotates, but I don't yet like the way this works. Also included is #5013, and the thumb buttons for rotation are enabled by default.
