release: @opencomputer/cli and create-start 0.7.17 - #841

@opencomputer/cli 0.7.16 was published before the single-environment project CLI changes (#796) merged, and publishing is version-gated, so those changes (link persistence, --project one-shot override, environmentless commands) need a new version to ship. create-start moves with the CLI per the package contract.
