The AMP-31215 cleanup replaced the proprietary liquibase-commercial dependency with org.liquibase:liquibase, which does not exist on Maven Central (the artifact is published as liquibase-core, matching the root pom.xml). CI failed on `mvn dependency:go-offline` because the artifact could not be found. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
