Adds ci-dev.yml: on push to dev, typecheck+test, then a build-only (no registry push) validation of the api/indexer/migrator Docker images, then fast-forward dev onto staging for review. Removes the now-redundant verify job from deploy-production.yml -- that validation already happened on dev before the change reached staging/main via review.
