Record Phi's near-term development plan

Summary

This pull request gives Phi's next stage one indexed internal execution plan. It preserves the larger roadmap while making the immediate order and its decision gates easy to find.

• Close the vocabulary schema's completed migration path before it can admit retired fields again.
• Compare the Morris citation stream with its stored source and establish a source-to-Phi continuity record for names, recurring concepts, and narrative conventions.
• Finish the four shorter pending certifications, then use News from Nowhere chapter 1 to decide whether chapters 2 through 6 should block chapter 7 or be recertified alongside new work.
• Certify every new Morris chapter when it is created, continue original Phi composition at the next checkpoint, and keep community engagement outside the present plan.

The new plan also identifies focused corrections already due in the broad roadmap, development protocol, and deferred records. It does not perform those later packages or change the language.
