Consolidated commissioning recovery release. Includes the Hot Tub cold-start priming final-authority envelope repair from PR #422 and the accepted thermal pump post-command chronology/liveness repair from PR #424. For accepted SetPumpSpeed/SetPumpFlow steps, pre-receipt chronology remains non-verifying but pending inside the original fixed verification deadline while bounded native rereads seek post-command evidence; other unusable evidence remains fail-closed. Version/pin alignment only in this release PR.
