Adds personal executable/argument templates with exact repository/ref/file context, menu and palette discovery, command previews, bounded output, and cancellation.
Source-task validation: 431 frontend tests, 7 action-specific Rust tests, type/build checks, and native Windows verification.
TASKS.md, ROADMAP.md, README.md, and the affected user-guide pages are included. Review validation: reconciled command registration, lifecycle cleanup and shared settings with earlier features. TypeScript and all three GitHub CI jobs passed.
