docs(changeset): record that predicates distribute over unions in v8 - #798

A 7.x predicate checked a union as a whole; the v8 predicates check each member by default, so IsString<'a' | 1> went from false to boolean. No changeset recorded it. Adds a major changeset for a v8 behavior change that no changeset recorded. The type predicates now distribute over a union by default.
The affected set was checked against the published 7.6.2 declarations, predicate by predicate. Every predicate that takes
distributivechanged, exceptIsPositive,IsNegativeand their negations, which already distributed in 7.x.This is a follow-up to #797, which was already in the merge queue. The changeset links to the migration guide section that #797 adds.
