Add an optional imgHref field to announcementData and wrap the
announcement image in an anchor when it is set, falling back to the
plain img otherwise so future announcements can still ship a
non-clickable image.

Move w-75 onto the anchor (with d-block, since an inline anchor won't
take a width) and set the img to w-100 so the rendered size is
unchanged. Add alt text from the announcement title, since an
image-only link with no alt is an unlabeled link.
