Aqua 0.8's test_deps_compat requires a [compat] bound for every [deps] entry, stdlibs included. Random had none, so Aqua.test_all fails and every open Dependabot PR on this repo is red for a reason unrelated to the bump it proposes.

Bounds stdlibs at "1", matching the rest of the fleet. No dependency versions change.

Once this is on the default branch, the blocked Dependabot PR(s) here go green on rebase.

Aqua 0.8 tightened test_deps_compat: every entry in [deps] must carry a
[compat] bound, standard libraries included. These stdlib deps had none,
so CI fails with

    Test Failed ... isempty(result)
    Evaluated: isempty(Base.PkgId[... "Random" ...])

Bounding stdlibs at "1" is what the rest of the fleet does.

setup-julia was pinned at v1.9.6 (Feb 2024) and now fails outright on
current runners, so CI is red on master regardless of the change under
test. checkout was equally stale at v2.8.0.

These lagged because this repo's master had lock_branch enabled, which
blocked every Dependabot merge.
